The mechanism of international war has been updated in the last maintenance.

The winner in international war raises occupying rates in the region in the settlement of international war, however, the winners do not take the whole region immediately with the victory. Only when the nation wins 100% occupying rates in the region can this nation take control of the region, and the dominator of the region won’t change before another nation wins 100% occupying rate in this region.

So occupying rate counts in international war, remember to make best use of the strategy to win the control.
